ISBE RtI Documents
The Illinois State Board of Education (ISBE) has written several documents that provide guidance to districts in their implementation of Response to Intervention (RtI). This article provides brief descriptions of, and links to, these documents.
The Illinois State Response to Intervention (RtI) Plan – published in January, 2008, this document provides an introduction to the major components of the Illinois RtI model and outlines the process of statewide implementation including timelines, funding sources, and evaluation.

Illinois Special Education Eligibility and Entitlement Procedures and Criteria within a Response to Intervention (RtI) Framework: A Guidance Document – published in January, 2010, this document provides a brief introduction to RtI and provides guidance on the following:
- Data collection requirements and procedures
- Additional procedures for determining the existence of a specific learning disability
- Use of RtI data for eligibility and entitlement decisions
