Educational Surrogate Parent Training Program

 

 

The Educational Surrogate Parent Training Program grant provides training to individuals to act as Surrogate Parents for disabled children who are under the guardianship of DCFS, who live in residential facilities, and whose parents are unavailable to act of their educational behalf.  Training opportunities occur throughout the state of Illinois throughout the year.

 

The provision of Educational Surrogate Parents is mandated by both federal and state law.  Educational rights include identification, evaluation and special education services to eligible children.  The Educational Surrogate Parent is trained in all aspects of Special Education law, and responsibilities include

 

        Attending and participating in school meetings related to assigned student(s);

        Collaborating with school staff to determine eligibility and to develop an IEP

(Individualized Education Program);

        Providing consents for assessments and initial placement:

        Communicating with the student’s caseworker; and

        Exercising the right to file complaints or request mediation or due process, if necessary
